Empty "To" in the header field

We are having this strange issue and it's causing some of our client to think we are spam.
Here's what the header looks like:
to: To: "user@gmail.com" <user@gmail.com>
We are on Exchange 2007, and we are using ProofPoint as the filter. I am thinking maybe it's ProofPoint adding something to the header.
Has anyone seen this? I've never seen a blank "to" field before.

I suggest you stop your Proofpoint software and test without it.

It was the proofpoint. When they upgraded the box to a newer version a rule was corrupted.
There was a rule the bcc'd an archive system, once that rule was deleted and re-made the problem went away.
Thanks.
